Implementation of a Citizenship Participation portal

Benidorm City Council, as part of the municipal government's commitment to increasing collaboration and citizen participation in decision-making on municipal management, needs to launch a mechanism for both Citizen Consultations, Debates and Investment Processes and/or services in the Municipality (Participatory Budgets). Since Benidorm City Council has the power to consult with citizens on any issue of local interest to request their opinion.

A need is created to regulate citizen participation by obtaining Citizen Participation software that meets the principles of transparency, publicity, clarity, access to information, institutional neutrality, the primacy of collective interest, diversity, public debate, equality and non-discrimination, inclusion, efficiency, protection of personal data and accountability.

These principles constitute obligations for the Benidorm City Council and rights and guarantees for the residents who participate in the processes of the Citizen Participation software, favouring the protagonism of citizens in decision-making regarding their direct environment and promoting the modernization of public management. Therefore, the process itself represents an opportunity for shared learning between the Benidorm City Council and the residents of the municipality.

That is why after analyzing the possibilities that exist in the market and the study of other tools implemented in other destinations, we are in a position to once again tackle a project to implement this citizen participation system.

The Citizenship Participation tool is a MULTI-LANGUAGE solution based on free software that incorporates ICT in the Participatory Budgeting processes and citizen consultations, facilitating participation and management and increasing transparency.

The Citizenship Participation tool aims to be an innovative tool in the attempt to combine the voting system with a process of collective deliberation through which Benidorm City Council can value the institutional instruments of participation.
