The Open Government is based on three fundamental axes, which are: Transparency, Collaborative Participation of Society and Accountability. It is in this last axis where administrations and their rulers are faced with the most important obligation that a government has to fulfil before its citizens.
This is why a firm political decision is required, both from governments honestly committed to values of transparency, participation and collaboration with citizens, and from social organizations themselves. All institutions must imagine and implement mechanisms that promote citizen interest in greater involvement in the management of public accounts. It is therefore essential not only to comply with the minimum requirements required by the Transparency Law but also for public institutions to take a proactive attitude in facilitating access to information for all people in a simple, transparent and quality manner. Information and communication technologies facilitate the obligation of governments in the Transparency and Accountability process to be agile and effective.
For citizens, the cost of taxes is immediate and evident. However, the spending of public money and the value it returns to society is still complex and opaque information, especially about the execution of its budgets.
The software to be acquired is a cloud application that facilitates access to public information in a clear and orderly manner. It allows all those people involved in the management of public funds to have clear and measurable objectives and to account for how much they spend and what they spend it on. It is an interactive solution that allows you to visualize how the budgets of public administrations are distributed, showing graphically and simply the origin of the income and what the expenditure is intended for.
It is not only intended to open a window on public management but to show the reality of income and expenses both in the budget planning phase and in its subsequent execution. The data is presented contextualized simply so that any citizen can understand at a glance the impact of the items on the global budget and their distribution.
The application aims to bring public administration closer to citizens by making it easier for each person to know what the money they contribute through the payment of their taxes is used for, helping to create more transparent and responsible administrations in the management of public accounts.
