Benidorm has already executed 40% of the Action Plan for Climate and Sustainable Energy (PACES) six years before reaching the 2030 horizon set in the plan itself to have completed the implementation of measures. Specifically, the city has reached 38.8% total execution and 2.8% partial execution, as indicated in the measures evaluation report prepared to know the degree of execution of the PACES, which was addressed in the last meeting of the Mobility Council.
This report indicates in its conclusions that the majority of the measures implemented correspond to the municipal and mobility fields and now establishes the challenge of advancing private incentives and the promotion of information and awareness campaigns.
The PACES establishes two areas of action; those that depend directly on the City Council and those that do not, the former being those that have a higher degree of execution.
The Action Plan for Climate and Sustainable Energy was written by professionals linked to the academic world and the objectives are set to achieve at least 27% of the share of renewable energy in the municipality and a 40% reduction in greenhouse gas emissions. greenhouse effects for the year 2030. For this, 85 actions were programmed and a planned investment of 3.3 million euros in areas that depend on the City Council and another 6.4 in areas that do not depend on the municipal administration.
As stated in the measures evaluation report, in the chapter on areas dependent on the City Council, the application of PACES in municipal buildings, equipment and facilities reaches 69.3% of final or partial execution. Regarding public lighting, the degree of execution is 83.3% while in the municipal fleet and public transport, this percentage is 44.4%.
Regarding aspects that do not depend on the City Council, the report states that the execution of measures in the residential sector stands at 7.1%. In private and commercial transport this percentage rises to 73.3% and in the field of waste, the measures implemented are already 66.7% of the total. On the contrary, both in the services sector, as well as in industry and local energy production, the percentage without execution is 100%.
The Councilor for Urban Scene, Francis Muñoz, has expressed satisfaction with the preliminary results contained in the report and has stated that "Benidorm will comply with the planned parameters and objectives before 20230." Muñoz has considered that the PACES is a document “that places Benidorm as a reference and pioneer in the promotion of concrete actions to combat climate change and become more efficient and resilient every day.”
Muñoz added that the document includes “Benidorm's commitment in favour of sustainability and against climate change” and noted that “we continue to advance and implement in a progressive and coordinated manner all the measures and solutions that contribute to preventing human action generate damage to the planet and also mitigate the effects of climate change on the territory, the economy and society.”
