Neighbors present about a hundred of proposals for the Participatory Budget

10 October 2016
Los vecinos presentan cerca de un centenar de propuestas de cara al Presupuesto Participativo

On Thursday they will vote in the assembly and a Joint Commission will work about the most supported bulk of proposals relates to parks and accessibility

Benidorm's neighbors have presented about a hundred of proposals for the preparation of the Participatory Budget 2017, as reported on Monday the councillor for Citizen Participation, María Jesús Pinto; the first and second vice presidents of the Neighborhood Council, Fernando Montes and Cristian Corraini; and Juan Antonio Lizancos, director of this body. These initial proposals will be voted on this Thursday, October 13, in an open assembly convened at 18.00 in the Assembly Hall of City Hall. Montes stated that "this assembly begins the process of participatory budgeting" and clarified that it can "participate both people who have submitted proposals - in case they want to make a presentation and defense of them-, or any other neighbor who wants to get involved and vote. " In this assembly, a Joint Commission, composed of members of the Neighborhood Council and volunteers, the following days will be responsible for "working and analyzing the voted proposals". Once analyzed and consolidated the proposals, a second vote will be carried out "based on distribution criteria and social justice." The result of both, and before October 30, the proposal will be moved to the technicians, a list of the most supported for technical and economic evaluation. After this screening, the Neighborhood Council submit to the Mayor the final list of proposals, valued and prioritized. Lizancos detailed that the number of proposals submitted is similar to the previous year, and the bulk is referred to "accessibility" and "playgrounds". The adviser stressed that this time is "more concrete" proposals, and expressed his wish that neighborhood's propositions "have the same reception by part of politicians like in the past year." In this sense, Lizancos and the second vice president of the Neighborhood Council recalled that the Regulation provides that 5% of the investment chapter of the municipal budget "should be devoted to participatory budget", although this percentage was exceeded in 2016. Accounts 90,000 euros to be invested in neighborhood proposals has reached 250,000, as has been the neighborhood Council which, for example, has set much of the actions of the Plan Tarmac 2016. In addition to left to neighbors the decision of where to invest 75,000 euros of that plan, the local government has also complied with the request to install games adapted in the children's areas of parks such as  L'Aigüera and Elche -for value of 30,000 euros, and to act in the Old Town 50 000 euros. The councillor for Citizen Participation said that "from the government the work done by the Neighborhood Council are very appreciated", and added that citizens have a neighborhood representatives "who care, who have concerns and want the best for their neighborhoods" .
