Given the problems generated, those who lack a higher technician degree or equivalent be kept in the new Group B to avoid comparative grievances

The plenary will ask Les Corts to modify the Law of Local Police to give "an equitable solution" to the officers

16 February 2022
El pleno pedirá a Les Corts que modifique la Ley de Policías Locales para dar “una solución equitativa” a los oficiales

The plenary session of Benidorm City Council will vote in its next session to ask Les Corts Valencianes for "the punctual modification" of the Coordination Law of local police of the Valencian Community in the section referring to the reclassification of scales. This petition seeks to "adopt an equitable solution that protects" the officers who at the entry into force of the text "lack the academic qualification required for Group B of the Civil Service", the one corresponding to their scale.

The motion signed by the councillors of Citizen Security and Human Resources, Lorenzo Martínez and Ángela Zaragozí, is motivated "by the fact that as of January 4, 2022, all Local Police officers should be classified in Group B, when until then they were in Group C1”. “With this increase in the Group, so do the qualification requirements to access that job”, Martínez specified.

Hence, "the reclassification to the level" of the local police officers "has raised" a "problem" in relation "to the situation in which the officers are, civil servants" that when the entry into force of the Law does not have the “title of superior technician or equivalent”. Some officials who, in many cases, "accumulate years of service as officers, their career and experience being key in the organization and operation of the Corps", both mayors have added.

To overcome this problem and provide "an equitable solution", he proposes that these officers be reclassified "automatically in the new Group B, exclusively for remuneration purposes" and be kept in it "until they prove that they have obtained the qualification levels required of such group, respecting, in any case, the right to mobility, the consolidated rights and the skills appropriate to the position”.

In this way, Martínez and Zaragozí have specified, "comparative grievances are avoided, both in economic terms and in rights, between career officials who perform the same functions as officials."

In addition, the proposal establishes that once these officers leave the positions they currently occupy, they will not count as vacancies.

Martínez has informed that this morning a meeting has been held with the trade unions to transfer the meaning of the motion that will be raised to the plenary session, and has added that the proposed solution "not only benefits Benidorm but also extends to a good number of municipalities of the Valencian Community", whom he has invited to "join the proposal".
