Next Monday, December 6, at 11:59 p.m., the deadline for submitting proposals to the Participatory Budget for 2022 ends, the Self-Regulation of which was approved by the plenary session last October. Any citizen registered in Benidorm over 18 years of age can present their proposals so that they are taken into account in the municipal investments for next year.
All those registered in Benidorm over 18 years of age can participate in the Participatory Budget, whose proposals, as many as they wish, must be presented in the General Register of the City Council, by electronic office or by email advicevecinal@benidorm.org until the end of the period marked .
The formal presentation of the proposals must have a title, description and specify whether they refer to municipal investments or initiatives of another nature. Likewise, its location and territorial scope will have to be defined, which will have to be owned by the municipality or a private entity with a public nature.
As stated in the Self-Regulation, the proposals will be framed in several areas or blocks. The first covers Urbanism, Urban Scene and Mobility. The second, Equality, Social Welfare, Health and Senior Citizens. The third block is occupied by Tourism, Beaches and Public Safety. The fourth includes the proposals referring to Education, Culture, Youth and Sports and the last one is related to actions in the area of the Environment and Street Cleaning.
Ana Pellicer, councilor for Citizen Participation, explained that the Participatory Budgeting Self-Regulation is "a very powerful tool" of participatory democracy "that gives citizens a voice and vote when deciding to which projects or actions to allocate a very important part. important of the municipal investment, which will be equal to or greater than 5% of the investment budget ”.
The head of Participation has stressed that "citizens have decision-making capacity" on a percentage of the investments that the municipality has to carry out and specified that "the demands should be raised around public investments and will have to refer to a new investment , or to maintenance and repair works of the current ones ”.
Due to the health situation, the selection and prioritization process of the proposals will not be carried out through public assemblies, so “exceptionally, a Prioritization Commission created by the Neighborhood Council itself will be in charge of establishing the order of the proposals. based on the assessment criteria set out in the Self-Regulation itself ”, Pellicer specified.
Thus, as stated in the document, the prioritization session will first observe the block ordering of the proposals, then the presentation, presentation and voting of the proposals that refer to investments will take place and, finally, the vote count. . In this way, Pellicer pointed out, "a list of proposals is drawn up in order of evaluation based on criteria of distributive justice."
Subsequently, these proposals will be the subject of a technical and economic feasibility report by the technical staff of the City Council, starting with the highest rated and up to the maximum limit of authorized spending.
In the event that any of the proposals is not technically feasible, "it will be included in another list and the next most voted in the list of the final prioritization will be selected."
Finally, the proposals approved according to the Self-regulation will be submitted to the Mayor's Office for processing, according to the order of priority resulting from the selection process, executing in the budgeted year those works that do not require a public tender or specific technical project or be submitted to public exhibition .
