The government leaves the RPT document by an Intervention report and negotiates a new one when the PGE Act is approved

08 March 2017
El gobierno retira la RPT modificada por un informe de Intervención y negociará una nueva cuando se apruebe la Ley de PGE

The new document will be elaborated based on the guidelines of the Ministry of Finance and Public Administration

The government team has left the modification of the Labor Relations List approved at the end of February by most of the unions at the General Negotiating Board, which provided for the creation of 38 posts, including 19 for police officers. The councilman of Human Resources, Jesús Carrobles, explained that the decision was taken "by a report of the Intervention department," and has been communicated today to the trade union centrals at a General Negotiating Board.

"This government was very clear that it was not going to ignore a report against Intervention, as it has not done throughout the legislature," because "compliance with the law is above the exercise of politics." Specifically, Intervention has argued that there is no budgetary provision for the posts that are expected to be created.

In this regard, Carrobles has indicated that the Human Resources report itself indicated that "these positions could not be budgeted until the General State Budget Law (LPGE) was approved, which should establish what increase can be applied to the chapter 1 of municipal budget ". Hence, the same report stated that "it was not possible to call the Public Employment Offer or increase Chapter 1 of Personnel until the guidelines established by the Ministry of Finance and Public Administration are not known."

The councillor said that "all unions, except UGT, have understood the withdrawal of the modified RPT",  and he added that "the commitment of this government is to negotiate a new document as soon as the LPGE is approved." He also noted that this new RPT will be "based on the guidelines established by this Law"

Carrobles has defended the decision to withdraw the RPT and to negotiate a new one, "something that did not happen in previous legislatures, when other governments ignored the reports and repairs in Personnel." "We do not want nor will we promote situations like this, which have resulted in an investigation in the courts and the imputation of two political officials and the former coordinator of Human Resources, as has appeared in the media" , has manifested.
