The municipal group of the PP also raises a motion to demand the change of the committed autonomous financing model
The local government proposes to the full demand that the State update and pay the resources owed to the municipalities
The local government will propose next Monday to the full of the Corporation "to require the Government of Spain" to "make the updated transfer of the resources derived from the Participation in State Revenue and other financial resources" that correspond to Benidorm by the 2017 and the rest of the country's municipalities - to be paid in 2019-.
According to the motion signed by the spokesmen of the municipal group of the PP, Lourdes Caselles and Mónica Gómez, in recent times "the Ministry of Finance has been invoking different alibi" to not enforce "the financial economic obligations that have contracted" by law with the Town Halls. Thus, from the Central Executive they hide “completely fallaciously” in “the concurrence of an extended budget and the limitations of a functioning Government” to “deny what is constitutionally a right of the Local Entities and, consequently, of the citizens that reside in each one of them ”.
In the absence of payment of these settlements, which affect the development of competence, we must add the absence of support from the Government to the municipalities to contribute to the “budgetary effort that local entities are making to meet the increase in the remuneration of public employees ”Of the same provided in the Royal Decree Law 24/2018 and that has meant an increase in personnel expenses. Hence, the proposal includes "claiming the Government of Spain the necessary resources to support this effort" and "the urgent call of the National Commission of Local Administration" to "agree on immediate solutions".
Likewise, and also in economic matters, the plenary will vote on Monday another motion of the municipal group of the PP to urge the Government of Spain “to make an immediate reform of the autonomous financing system that allows Valencians to have sufficient resources to enjoy of quality public services ”.
This proposal also requires the Central Government to recognize “accumulated financing deficits”, as well as claim “compensation mechanisms”. In this regard, the local government spokeswoman said that "the lack of fair funding means that the principles of equality, equity, transparency and fiscal co-responsibility are not guaranteed," clearly harming the citizens of the Valencian Community.
