The General Committee approves by a large majority the regulation of time control and presence of municipal workers

The General Negotiating Board (MGN), which includes the Administration and trade unions, today has approved by a large majority the Regulation of time control and presence of public workers of Benidorm city Hall. Thus, unions CSIF, SPPLB, CCOO and SEP have supported the text, while the only vote against has started from UGT.

The Councilor for Human Resources (HR), Jesús Carrobles, recalled that the MGN had already discussed at a previous meeting the draft of the Regulation, to which the unions have been able to present allegations. "The Administration has studied all the allegations and has admitted them largely to consider them positive and enriching, as detailed the mayor, which has allowed a broad consensus in approving this Regulation."

Broadly speaking, the Regulation defines "the obligation to sign at the entrance and exit from the job, and also at the time of rest". In general, the working day starts at 07.45 hours and ends at 15.15. However, "and in order to reconcile work, family and personal life, and taking as a reference the Municipal Equality Plan, it is contemplated a flexible time at the beginning and end of the day - from 07.30 to 09.00 and from 15.00 to 16.30 hours - provided that certain requirements are met ".

Specifically, in order to enjoy this flexibility, the worker must "complete the working day, must have a favorable report before the head of the department, and despite the time variation must be at his work from 09.00 to 14.00 hours such and as required by law. "

The document also states that it must sign all municipal staff, including the eventual - so-called 'positions of trust'. For employees who do not have a fixed work center, such as sports monitors, they will sign in the nearest one.

Carrobles recalled that 24 fingerprint reading devices have been installed in the most important municipal public buildings, and that the file with the personal data of the Town Hall staff is already complete.

The Regulation should now be approved initially in the plenary scheduled for the end of the month. From that moment, a little more than two weeks, the time and attendance control system will be put into service, which will operate in test mode until final approval of the Regulation. "This phase of testing will detect possible errors in the operation of the system, correct incidents in the same or the Regulation, and will also serve as a period of adaptation for municipal staff," he concluded.
