Law 7/1985, of April 2, regulating the bases of the local regime, grants local entities the competence in the provision of social services. Article 25.2.e recognizes the jurisdiction of municipalities in this matter, when it indicates, more specifically, that they are responsible for the evaluation and information of situations of social need, as well as immediate attention to people in a situation or risk of exclusion. social. Likewise, municipalities, by article 26.1.c of the aforementioned law, will have to exercise this competence and provide said service when they have a population of more than 20,000 inhabitants.
The Valencian Public System of Social Services guarantees access to the system and the benefits integrated into its catalogue as a subjective right, by the real and effective application of social rights provided for in Article 10 of the Statute of Autonomy of the Valencian Community.
The centrality of the person is recovered throughout the system, guaranteeing their rights, offering continued care throughout their life, and with support from the professional people who make up the teams from interdisciplinary interventions, according to needs. of people.
Social services focus on caring for people in situations of dependency and functional diversity or disability, lack of protection, fragility of trajectories, family and coexistence conflicts in the territory, as well as personal and social vulnerabilities.
Law 3/2029 on inclusive social services, on which our operating model is based, aims to guarantee social inclusion inherently in all social services actions.
