Ángela Llorca raises a proposal to the plenary session so that the Valencian government solves the 155 pending cases of 2017

Social Welfare claims to Conselleria to update with the files of Dependence

09 April 2018
Bienestar Social reclama a Conselleria que se ponga al día con los expedientes de Dependencia

Poses as an alternative that exceptionally delegate to the City Council the possibility of attending these files

The Councilor for Social Welfare, Angela Llorca, today called on the Department of Equality and Inclusive Policies to "catch up with the 155 dependency files of the year 2017" that affect people registered in Benidorm and who are still pending resolution "By the jam" of the regional administration when recording these files. This petition has been embodied in a motion that has been ruled today in an information commission and that the mayor will raise to the next plenary session.

Llorca explained that until 2016 the social workers of the City Council were in charge of "attending and informing the families, making the social report of the dependent person's environment, assessing if the requested resource is adapted to the needs, and follow up of the benefits granted. " However, in mid-2016, and after "dismissing the appraisers" he had hired, "Conselleria passed that competition to the City Councils."

From that moment, and after receiving the relevant training, the social workers of the City Council also took on this task of assessment and home visits. Subsequently, all documentation processed or prepared by the social workers was sent directly to the Ministry, which proceeded to record the files; that is, to digitize them: However, this year, the Department has decided to "also leave in the hands of the municipalities" that recording procedure, formed for it to two administrative assistants, that their usual tasks of the Dependency Service add up now the digitalization of records.

The problem, as pointed out by the councilor, is that the records that the City Council has been recorded since the beginning of the year "are being processed before" that the applications sent in 2017 to the Ministry. In fact, at present "the regional services are recording applications submitted in March or April 2017" - accumulating a year late, and Conselleria "has asked us to reclaim those files" to be served by municipal services .

Llorca has indicated that "we understand that it is essential that the Ministry put all the necessary resources to unclog" this situation and thus serve "the dependent of Benidorm and the rest of the Valencian Community that need it." Otherwise, the same motion to be discussed by the plenary proposes as an alternative that Conselleria delegate "in favor of this City Council the processing of these files of 2017" of dependent persons registered in Benidorm, for which the municipal services will adopt the precise organizational measures for guarantee the resolution of these cases. "We will do everything that is necessary for this situation to be solved," said the head of Social Welfare.
