Benidorm is tendering the service to provide immediate financial support for social emergencies
The budget for the tender is 43,200 euros and the contract term is one year, extendable for another three
The Local Governing Board of Benidorm City Council approved this morning the tender for a contract to provide immediate financial support for situations assessed as social emergencies. This contract is necessary due to the need for social services teams to respond to such emergencies for individuals or families registered as residents of Benidorm.
A situation is considered a social emergency when the need cannot be met by the individual or through existing resources in the city. As explained by the Councillor for Social Welfare, Ángela Zaragozí, the service consists of “providing immediate financial support for these situations, including managing or covering the costs of any action necessary for immediate assistance, always at the discretion of the Social Welfare staff and requiring immediate payment for the service provided.”
The contract has a budget of €43,200 and a term of one year, renewable for an additional three years. According to the technical specifications, the service provision includes managing situations assessed as social emergencies, such as urban, intercity, and international transport tickets, accommodation, and documentation, including administrative issuance fees. It also includes the advance payment of the established fixed amount and the coordination and rapid resolution of logistical issues.
Ángela Zaragozí specified some social emergencies, such as “assisting people in transit, affected by unforeseen circumstances that place them at risk and in a vulnerable situation; assisting homeless people who, due to unforeseen circumstances, find themselves at risk and in a vulnerable situation; the sudden loss of accommodation due to unforeseen circumstances; and victims of gender-based violence, sexual assault, human trafficking, or domestic violence who lack family or social support and who require immediate and urgent transportation or accommodation.”
These grants also cover assistance provided in response to climate emergencies such as heat waves or cold snaps, “and, in general, any situation requiring immediate attention, as determined by the Social Welfare technical staff, who will assess and evaluate the social emergency.”
The contracting procedure will be open and standard. The most advantageous offer will receive a maximum score of 49 points, while the quality criteria offered may be worth a maximum of 51 points.
In this regard, having an emergency mobile phone will award 30 points, having a system for detecting vulnerable situations in the environment will be worth a maximum of 15 points, and having staff with knowledge of languages other than the official languages of Spain will have a maximum score of 6 points. The terms and conditions also indicate that the service hours will be from 9:00 a.m. to 9:00 p.m. on weekdays.
