Nearly a thousand vehicles have already been registered on the Benidorm Low Emission Zone (LEZ) platform to obtain access permits, according to a report today by the Councilor for Mobility, Francis Muñoz. As Muñoz noted, "the LEZ will begin operating in its entirety on July 1st, once the six-month information phase we established to familiarize citizens with the platform's use ends. This phase also served to make adjustments to the platform."

During the information phase, "a citizen service point has also been operating on the ground floor of City Hall, and will continue to be so, to provide information, resolve queries, or provide assistance with the platform registration process."

Given the imminent launch of the LEZ's operations, the Councilor noted that it is divided into three zones: the Central Zone, the Eastern Zone, and the Western Zone.

The first of these encompasses the area between Calle Alcalde José Such and Avenida Jaime I and Avenida Aigüera. The councillor explained that "people registered in Benidorm and who pay vehicle tax in the city will not need a permit to access this Central Zone." The rest, however, must apply for the relevant permit through the platform: https://zbe.benidorm.org/. The first step will be to register.

Muñoz explained that "the Central Zone concentrates a good number of essential services, such as education, healthcare, assistance, etc. Understanding that citizens cannot be deprived of this access, the management of this zone will be more flexible than the rest."

Regarding the Levante and Poniente Zones, Muñoz stated that "in both, the same model and operation will be maintained as until now: only residents with a municipal permit will be able to access."

He also clarified that "people working in any of the three LEZ zones must apply for the corresponding access permit through the platform using a sworn declaration." This permanent permit will be valid for one year, unlike temporary access permits.

The Mobility Department has developed a list of frequently asked questions for other situations that may arise, which can be consulted on the platform itself and the municipal website.

ZBE Decalogue
1. Do people registered in Benidorm also need to apply for a permit?
No, if you are registered in Benidorm and also pay the IVTM (VAT) tax here, no permit will be required to access the city center's LEZ (ZBE), located between Jaime I and l'Aigüera avenues.

People who work within the LEZ (ZBE) must apply for a permanent access permit, which will be valid for one year. The permit is processed through the LEZ platform, https://zbe.benidorm.org/inicio, using a sworn declaration.

2. If I have a second home within the LEZ, will I be able to enter it?
Yes, it will be necessary to obtain a permit through the platform, but it will be accessible.

3. If my vehicle has a C, ECO, or ZERO environmental label, can I drive in the low-emission zone?

Any vehicle that needs to enter the low-emission zone must obtain the relevant permit, except for registered residents who wish to enter the central area of ​​the LEZ.

4. If I have a business within the LEZ, do my clients need to obtain a permit each time they want to visit?
This will not be necessary if you are registered, or already have a permit applied for, as a second home or as a worker within the LEZ. If you are not permitted entry, you have the option of parking your vehicle in a public parking lot.

5. If a family member or friend comes to visit me, will they be able to enter the low-emission zone? Yes. Ten permits per month have been made available for people registered within the LEZ, so they can issue them to any vehicle they wish.

6. I am not registered, but I own a parking space within the low-emission zone. Can I access it?
Yes. Anyone who owns or rents a parking space can access it by obtaining a permit in advance.

7. I have an elderly relative who lives in the LEZ, and we are outside the LEZ. If a force majeure situation were to occur, should I request permission to access it, or could I request it later, once the situation has calmed down?
In that case, the permit could be requested later.

8. If I am not registered in Benidorm and need to enter the low-emission zone, can I park in a public parking lot and/or a blue zone?
Can I park my vehicle in the public parking lot? In that case, the user wouldn't have to do anything, as the parking lot itself will upload the license plates to the system. However, for the time being, the blue zone within the LEZ will be reserved for residents and workers of the LEZ.

9. If I obtain a permit with a vehicle (e.g., to go to work) and it breaks down and I need to change vehicles, can I obtain a permit to enter with a different vehicle than the one I had previously registered?
Yes. In the justified event that a change of vehicle is necessary due to force majeure, a one-time permit can be obtained to enter with a different vehicle.

10. Once we have obtained the permit, do I need to do it every time I enter the LEZ?
No, permits are renewed annually, except for those for specific reasons.
