The Contracting Committee proposes to award the works of Medtiterráneo avenue to UTE Orthem-Emurtel
The Contracting Committee has proposed to award the works of the first phase of remodeling of Mediterráneo to the offer presented by UTE Orthem-Emurtel for an amount of 7,760,234.26 euros. This offer represents a decrease of 32.51% with respect to the bid price of the work, which went out to tender for an amount of 11.4 million euros, a difference that will be reinvested in improvements, mainly in the renovation of the avenue of Europe. The award proposal must be accepted in full.
The Councilor for Contracting, Lourdes Caselles, explained that "once the technical reports were read and once the Contracting Committee of the eleven companies that submitted to the tender was assembled, seven have passed the envelope filter A", which is the which contained the technical proposal and the documentation that had to prove compliance with the solvency and experience requirements demanded by the City Council. The other four companies have been excluded "because they did not meet requirements, because they have not submitted documentation that they were required, because they have not passed the technical cut or because they did not meet any of the clauses of the specifications."
In this way, the Board proceeded to open the B envelope provided by the seven companies that were still active in the bidding process, which included the mathematical proposal made by each merchant.
Caselles has indicated that "the seven companies have assumed the execution of the first three improvements required in the specifications", reason why "it was the fourth improvement in which a supply reduction had to be proposed". These losses "have oscillated between 8.80% and 32.51%".
"Once the points of envelope A and the reduction of the fourth improvement contained in envelope B have been added, the most favorable offer - to which the 32.51% reduction applies -" has been presented by UTE Orthem- Emurtel with a total of 84.77 points. The mayor has stressed that the 3.7 million euros difference from the bid price will go to renew the avenue of Europe, the fourth improvement referred to in the specifications.
The works of this first phase provide for the complete renovation of the surface and subsoil of the avenue of the Mediterranean from Puente Street to the avenue of Europe. In addition, the project includes the remodeling of these two roads, the pending section of Doctor Pérez Llorca Street, and also of Valencia Street, Bilbao Avenue and Emilio Romero Journalist and Writer Street.
The bulk of the work is concentrated in the subsoil, with the renewal of drinking water, waste and rainwater networks. In addition, the project proposes action in the urban scene, the renewal of the public lighting network, the installation of access controls, the expansion of the gardening plantations, the placement of new furniture, the installation of an ornamental fountain and a 'tecnohito' of 23 meters of height at Plaza de la Hispanidad, and the creation of 'tecnoparadas' of bus.
The bases of this project are: "the extension of the pedestrian areas, the improvement of the hydraulic infrastructures, and the modernization of the urban elements and installations of new technologies linking them to our main industry, tourism".
Details of the work in the subsoil
The project includes the following actions in the subsoil:
- Wastewater network: collectors are renewed, the pumping of C /. Pérez Llorca and Emilio Romero, is connected to the pumping of residuals of the Pza. Hispanidad (grants a great versatility when managing the flow of wastewater reducing the flow of pumping Avda. Mediterráneo).
- Storm water network: New collectors are installed, an anti-pollution tank is constructed that will eliminate the discharges of the first rains to the beach (highly polluting). The Orts Llorca and L'Aiguera basins are interconnected, reducing the risk of flooding.
- Drinking water network: The network is renewed with ductile cast iron pipes and modernized, installing elements of network control to detect and reduce possible leaks.
