Benidorm sends the file of the cleaning and waste collection contract to the Ministry of Finance to resolve the technical discrepancies

Benidorm City Council, at the proposal of mayor Toni Pérez, has sent the complete file of the new contract for waste collection and street cleaning of public space to the Ministry of Finance and Economic Model to resolve the existing technical discrepancies. This has been transferred by the mayor to the groups of the Corporation in a Board of Spokespersons held today.

Specifically, the General Directorate of Budgets of the Autonomous Ministry of Finance has been requested to "issue the reports prior to the resolution of discrepancies", in order to "advance, with maximum transparency and with all the guarantees, in the processing of this contract, which is key for Benidorm”, pointed out Toni Pérez. To this end, nearly 130 files have been sent to this body, including the specifications and numerous reports issued throughout the file by the Engineering, Secretariat, Contracting, and Intervention departments.

The mayor indicated that "in all the processing of this file has always acted with rigor and transparency." "Now also, and although it is not mandatory, we want to give even more guarantees and we demand the opinion of a higher instance that pronounces on this contract", which already has the approval of the Superior Board of Administrative Contracting, also dependent on the Ministry of Finance and Economic Model.

Despite this approval, the technical discrepancies have persisted, and "that is why we turned to the General Directorate of Budgets of the Autonomous Ministry of Finance, which is the competent body, to establish which criteria should prevail and, from there, go ahead with the bidding for this contract”.

As he already pointed out last July, Toni Pérez stressed that waste collection and street cleaning in public spaces “is one of the city's great and important services”; hence, in the face of the new contract -of 15 years duration- "we have consulted all the corresponding superior bodies" about the specifications and the administrative steps to be taken at all times.

A statement, he stressed again, "absolutely technical", "very worked", that "has enjoyed a very wide participation of all the agents of the city", and that attends to and covers the needs "of Benidorm of today and of the future ”. Likewise, he has emphasized that the new contract is in accordance with regional and national waste laws and the European directive; regulations of "mandatory compliance" and that contemplates "sanctions" for those municipalities that do not comply.

“We want to comply with waste regulations, we want to improve the image of the city, we want to contribute to improving the environment and advance in sustainability; and for all this, it is essential to have a contract adapted to reality and with a future projection as soon as possible, since the current one does not cover the needs or the quality standards required by a city and a tourist destination like Benidorm”, he added.

In this regard, it should be remembered that in 2012 the human, technical and material resources of the cleaning and collection service were reduced by 25%. Since then, the city has grown in pedestrian streets, new spaces, and green areas.
