Benidorm creates a commission that will study the integral management of water

This Wednesday, the Committee for the Study of Integral Water Management of Benidorm (CEGIAB) was set up by a plenary agreement last December and which includes the groups of the corporation, municipal technicians and representatives of business organizations, neighborhoods, consumers and users. A commission that must analyze the feasibility of having all water services - water supply, sanitation and reuse - jointly managed, and that it must also propose the most appropriate management model for Benidorm's interests: direct, indirect or mixed .

The mayor, Toni Pérez, recalled that the commitment of the local government is that "in a relatively future this management is done by a joint venture," in which the City Hall has half of the capital, following the model that already operates in cities like Alicante or Elche.

Pérez has clarified that at this time a joint venture cannot be created because of the requirements of the adjustment plan approved by the City Council in June 2012, in principle until 2022. "A time that we will use in studying which formula is the most interesting and beneficial for the general interest of Benidorm and its citizens", he said.

For this study to be "as exhaustive as possible", and in accordance with the Local Corporation Services Regulation, the Mayor proposed "to create four different papers that will be responsible for preparing reports about social, legal, technical and Financial resources linked to water management ".

In addition, this first meeting has established a schedule of work to be carried out in three phases - some of them will be developed in parallel - and within a period of 18 months. In the first phase, the drafting and final approval of the Master Plan of the Integral Water Cycle will be addressed, which will cover the current situation of the service and future needs. In the second, an analysis of the economic / financial feasibility and management alternatives will be carried out, as well as a study of documentation and discussion of the final proposal. In the last phase, which would cover the final six months, the specifications, regulations and ordinances will be drafted, and the audit reports and legal justification will be drawn up.

The mayor has pointed out that this schedule is provisional as "the time of execution of the works may vary depending on the teams, commissions and subcommittees that are responsible for them."
