Benidorm presents in Dinapsis its new Municipal Emergency Plan

Benidorm presenta en Dinapsis su nuevo del Plan Municipal de Emergencias

Benidorm City Council has presented today the update of the Municipal Territorial Emergency Plan, which has been prepared by Dinapsis Operation & Lab, already registered with the Generalitat Valenciana, and that several weeks ago it was delivered to all public agents and private parties involved in the management of emergency situations. The mayor, Toni Pérez; the director of Dinapsis, Joaquín Marco; the TAG of Citizen Security and Emergencies of the City Council, Manuel López; and Dinapsis coach Miguel Balaguer; they have been in charge of presenting the new document.

A presentation attended by, among others, the Councilor for Public Security, Lorenzo Martínez; the quarter master of the Local Police, Luis Martín Arévalo; the Neighborhood Council and various business and civic entities of the city.

The mayor stressed that the update of the Municipal Emergency Plan is "an example of public-private collaboration", in which Benidorm is already a reference in tourism and water management. Pérez has indicated that this update of the Plan has “its turning point” in the 'Urban Resilience' project, whose diagnosis phase has been prepared jointly with Dinapsis, and that has allowed detecting the critical structures and the main vulnerabilities of Benidorm in emergency situations to anticipate the most effective responses.

Based on this diagnosis, this Municipal Plan plans the technical and human resources available to the city and establishes “clearly and transparently” how to act in emergency situations to “guarantee the quality of life, safety and well-being fundamentally of people ”and also of the environment and goods.

As explained by the TAG of Public Security, in addition to guaranteeing that security, the objective of the plan is to achieve "the return to normalcy in the shortest possible time". For this, the Plan establishes an operation based on the “coordinated action of all the agents involved” in the management of these situations such as City Hall, Local and National Police, Civil Guard, Firefighters, health facilities, Technical Services, concessionaires, companies service providers, and Generalitat Valenciana.

The Dinapsis technician, for his part, has summarized the content of the Plan in which "10 risks are analyzed" that the city may suffer and "its degree of affection". Among the risks analyzed are floods, transportation of dangerous goods, serious accidents, forest fires, events with a high concentration of people, or episodes of accidental marine pollution. The Plan establishes the operation to follow in each of these situations based on the level of emergency that is decreed and ranging from 1 to 3. The first two levels of emergency are managed directly with own resources, while the third is used also to external resources and it is the Generalitat Valenciana that directs and coordinates.

Balaguer has advanced that once the Emergency Plan “the future in the medium and long term goes through the sensorization” of all services -35- and critical infrastructures -484- is updated so that through the technological tools all the agents involved have Immediate form of all information on mobile devices so that decision making is more agile and efficient. A sensorization that already operates in the management of water cycle services, as the director of Dinapsis has explained.

In this regard, the mayor has stressed the advisability of "applying technology and innovation so that this Municipal Plan can reach more clearly and transparently" not only to the parties involved but also to the population as a whole; while announcing that "we will continue to deepen" public-private collaboration in this area in line with the UN Sustainable Development Goal number 17: Partnerships to achieve objectives.
