Town Hall, Generalitat and SPTD sign agreement to draft the project and carry out the second phase of the Benidorm Cultural Centre
The estimated budget exceeds €30 million. The project is expected to be put out to tender during the first half of 2027, with construction works scheduled to take no more than two years

Today, Benidorm City Council, the Generalitat Valenciana, through the Regional Ministry of Industry, Tourism, Innovation and Trade, and the Society for Digital Transformation Projects (SPTD) signed an agreement for the design and construction of the second phase of the city’s Cultural Centre, which will bring the project to full completion. The agreement is valid for four years and aims to establish the building’s uses, management arrangements and the execution of the second-phase works, which are expected to take two years from the date the works are put out to tender.
Under the terms of the agreement, a joint committee with representatives from the three parties will be established. The committee will be responsible for defining the uses of the building and the floor space allocated to each of them. It will also oversee the preparation of the project and agree on the formula for carrying out the construction works. Today’s ceremony also formalised the award of the contract for the preparation of the basic and detailed construction project for the second and final phase to the architectural firm of Juan Navarro Baldeweg, who was also the author of the original project. The contract was awarded on 22 July.
The Mayor of Benidorm, Toni Pérez, was accompanied at the official signing ceremony by Regional Minister Marian Cano and SPTD Director General Mari Carmen Alfonso. Pérez described it as “a very special day”, saying that the signing of the agreement represents “the definitive push towards the completion of the Benidorm Cultural Centre, after working tirelessly to get where we are today and ensure that this momentum takes us all the way to completing the building.”
The Mayor thanked the Regional Ministry for “the seriousness and commitment with which it has worked throughout this entire process, allowing us to speak today about the completion of the project because we have a Regional Ministry that has taken it seriously and followed through on its commitments to the letter”. “This is a very important step forward,” the Mayor added.
For her part, Regional Minister Marian Cano described the Cultural Centre as “an emblematic project and a landmark for the province”. She said that, once completed, it will host “innovation projects and expand the city’s tourism offering, including facilities and programmes for scientific and technology-related meetings, among other initiatives”.
Marian Cano added that the aim is for the second phase “to be put out to tender before the end of the first half of next year”, and expressed her confidence that “it will be a success”.
Cultural Centre
The Cultural Centre is located on an 11,000-square-metre site owned by Benidorm City Council. The first phase, which was formally handed over to the Council on 29 December 2022, included the smaller auditorium, with around 500 seats; the professional music and dance conservatoire; the café and multi-purpose space; the communal areas and access points; as well as the façade and roofing works associated with these areas. The investment carried out to date amounts to approximately €33.1 million.
The second phase will complete the building in accordance with the original project, subject to any modifications agreed by the joint committee. The plans include a 1,140-seat main auditorium, exhibition hall, conference hall, administrative offices, teaching rooms and workshops, an archaeological museum, an international library and car park, among other facilities.
The total estimated budget for the project exceeds €30 million. The preparation of the basic design is expected to take three months, followed by a further three months for the detailed construction project.
“With this signing, we are taking a decisive step towards unlocking and completing a key piece of infrastructure that will strengthen Benidorm’s and the entire Valencian Community’s cultural, audiovisual, scientific and innovation offering,” Toni Pérez concluded.
