Do you want to participate in the plenary session?
1. All people residing in Benidorm have the right to participate in the Plenary Session, by the following requirements:
a) The subject of the participation must be directly related to one of those included in the agenda of the session.
b) The participation must be requested to the Mayor's Office in writing at least 2 business days before the session and within the opening hours of the Municipal Registry.
The intervention may be carried out with prior express authorization from the Mayor-President, who may only deny it in the cases contemplated in these regulations, and it will be up to the Secretary General of the City Council or the official to whom he delegates, to communicate the authorization to the person who has requested the participation in the plenary session.
c) The Mayor's Office may deny the intervention, especially if it does not appear on the Agenda if it is a matter over which the City Council has no powers, or if a request has already been submitted in another session in a previous six-month period by an individual or three months for an association.
d) The applicant and authorized person will have ten minutes to make their intervention, after the participation of the municipal groups and may be answered by the mayor or councillor. The intervening person will have the right to a turn to reply, with the counter-reply being closed by the mayor or councillor for the matter discussed. This process will be carried out in advance of the vote by the members of the Corporation on the reference matter.
f) Once the Plenary session is over, the Mayor will establish a time for questions and answers from the audience on specific topics of municipal interest. Both the duration of the shift and the number of questions will be determined by the Mayor's Office before each ordinary Plenary Session, and announced, for information purposes, in the call.
g) Interventions will not be admitted in extraordinary sessions or sessions convened by the emergency procedure, nor on matters that are processed through motions submitted for reasons of urgency and made off the agenda of the ordinary sessions.
It will be the General Secretary of the City Council, at the end of the deadline for submission and at least, within the last business day before the Ordinary Session of the Plenary Session, will prepare an annex with the number of questions and authorized speakers, among all the applications received from the last ordinary session until the end of the period established in Section b) above, communicating the aforementioned authorization to the participants.
2. When the Plenary Session of Benidorm City Council deals with the matters on which the initiative provided for in Article 5 of this Regulation has been articulated, it will automatically entail the right to participate in the plenary session, whatever its nature and without limitation, established in the final forecast of letter d) of the previous section of this precept. In this sense, the City Council will inform the interested parties of the Plenary Session about their initiative, as a call.
3. To facilitate participation in municipal public sessions, the matters that the Information Commissions must approve in Plenary will be published in extracts on the municipal website once they have been ruled by them.
