The plenary definitively approves the 2019 budget and asks the Regional Goverment to readjust the annuities of ‘Edificant Plan’
The plenary session of Benidorm has approved today, in extraordinary session and by majority, the municipal budget of 2019, which amounts to 107,417,334.72 euros. Likewise, unanimously, the Corporation has asked the Ministry of Education, Culture and Culture to readjust the annuities provided for in the Ed Edificant Plan ’for the construction of the multipurpose pavilion of the Leonor Canalejas public school.
In relation to the municipal budget, the Councilor for Finance, Aida García Mayor, recalled that compared to the previous year, that of 2019 includes “an increase of 4% of revenues and 4.7% of expenses”, as well as “ 15.4 million euros of investment ”and“ early repayment of debt that will allow the cancellation of the Adjustment Plan from 2012 to December 31 of this year ”instead of at the end of 2023.
García Mayor explained that during the period of public presentation of the document, "25 claims have been submitted, all of them referred to the Valuation of Jobs", which appeared as an annex to the budget. Consequently, and "in view of the technical reports of the Intervention area", these allegations "have been dismissed" since none of them are subject to the articles provided for and assessed by the Law to submit claims to the budget. However, all these claims, presented by municipal workers, have been referred to the Human Resources area, which will respond individually to each of them.
The final approval of the budget will allow the release of all the funds provided for in the investment section, which exceeds 15 million euros, of which 9.9 million are directly contributed by the City Council. Among the works included are some currently in progress such as the remodeling of the Avenida del Mediterráneo and l'Ametlla del Mar, the archaeological interventions in El Castell and El Tossal, or the Universal Accessibility project. To these are added, among others, the remodeling of Polop Street; the recovery and enhancement of the Torre de Morales; the promotion of a 2019 Asphalt Plan; the increase and improvement of the provisions of the Local Police with the acquisition of a new transmission system; the waterproofing of the roof of the Raúl Mesa pavilion; or the conclusion of the locker rooms of the Antonio López sports area.
In addition, the accounts for 2019 allocate 553,000 euros to the Participatory Budget, with which the actions proposed by the citizens through the Neighborhood Council will be executed.
With regard to the 'Edificant Plan', the Councilor for Education, Maite Moreno, recalled that the Territorial College of Architects of Alicante filed an appeal against the award of the Technical Assistance Service contract for the drafting of the uses pavilion project multiple at Leonor Canalejas school. A resource that the Central Administrative Court of Contractual Resources (TACRC) has resolved in favor of the City Council, but has delayed the programming to execute the new building. Hence, the Department has been requested to transfer funds to 2020 that will not be consumed this year and will be invested in the work next year. At the moment the project of the pavilion is being drafted that will house on the ground floor spaces for the Leonor Canalejas school as a dining room, kitchen, multipurpose room and toilets; while the top three will be for the Adult Training Center - old EPA-.
The possibility of readjustment to annuities is foreseen within the agreement of delegation of competences signed at the time by the City Council and the Department. In fact, in 2018 it was Conselleria that modified the annuities initially planned by the regional administration itself.
