The Neighborhood Council transfers 40 proposals for possible inclusion in the 2017 Budget

The Neighborhood Council has presented this morning by registering 40 proposals for possible inclusion in the accounts of the City Hall for 2017 year in the framework of the Participatory Budget. These are 40 proposals launched by neighborhood groups or citizens and voted in an meeting. The mayor, Toni Pérez, and the first vice-president of the Neighborhood Council, Fernando Montes,  explained that these proposals will now be "analyzed and quantified by municipal technicians". Once evaluated, and their "technical viability" established, they will return to the Neighborhood Council for their final prioritization and inclusion in the municipal budget. Pérez recalled that the Self-Regulation of the Participatory Budget establishes that "at least 5% of the investments" should be allocated to the neighborhood proposals, although in 2016 "we have gone far beyond the commitments we have made" and that percentage "has been exceeded widely. " In fact, "actions are being initiated" that were outside the Participatory Budget and that "practically complete the totality of the proposals" that the Neighborhood Council did in the urban scene. The bulk of the proposals for 2017, a total of 30, are framed in the section of urban scene, accessibility and mobility; while five have been registered in equality, health and the elderly. In addition, there are two proposals in the area of ​​tourism, beaches and citizen security; One in education, culture, youth and sports; And two in the environment and street cleaning. Of all of them, the three most voted proposals are: layout of the wastewater network pending execution at Finca Barrina and La Silueta; sidewalks accessible in different streets of the city; and the adaptation of traffic lights for deaf-blind users at the intersection of Avenida Comunidad Valenciana and Belgica Street and Europe Avenue. The first vice-president of the Neighborhood Council said that in view of the proposals "we have found that what is most interesting for the population of Benidorm is the urban scene, accessibility and mobility," indicating that "citizens want a kinder and easier city to live ". The mayor remarked that "it is the second year that the government of Benidorm complies with what is established in the Self-Regulation of Participatory Budget, we continue to advance and deepen participation"; While Montes said it was "significant" that "throughout the year many proposals are being made that were discarded" because the percentage of 5% of the investment budget had already been covered.

Pérez explained that it is still not quantified how much this year will ascend 5% of the real investments of the City Council, since the municipal technicians "are working in accommodating the draft budget" to the normative changes set by the Government of Spain in the last weeks.
