Benidorm to invest more than €3 million in the 2026 Road Surfacing Plan before the end of the year

Benidorm City Council will invest just over €3 million in the 2026 Road Surfacing Plan, with the works to be carried out over the remaining months of the year, as was announced this morning at the Mobility Council meeting held in the Council Chamber.

The plan will cover the entire municipal area. It will involve work “on a large number of roads and avenues that are currently in poor condition”, as explained by Councillor for Mobility and Public Space Francis Muñoz. The installation of new horizontal and vertical road markings and signage will complement the works. “This is a very ambitious plan that we will carry out before the end of the year,” Muñoz added.

Specifically, as detailed at the Mobility Council meeting, the works will cover an area of approximately 70,000 square metres, including Primavera, Mirador, Castellón, Bernat de Sarrià (the section between Filipinas and Ciudad Real), Gerona, Ametlla de Mar (between Mediterranean Avenue and Levante Beach Promenade), Europa Avenue (the section between Mediterranean Avenue and Levante Beach Promenade), Juan Fuster Zaragoza, Montbenidorm, Dinamarca, Comunitat Valenciana Avenue, the junction of Cuenca and Ibiza streets, Puig Campana, Roldán, Luis Prendes and Secretario Juan Antonio Baldoví streets, as well as the car parks at the Vicente Pérez Devesa trinquet, the Palau d’Esports and the Ermita de Sanz.

In addition, a more comprehensive and extensive intervention will be carried out on Severo Ochoa Avenue.

The Mobility Council also presented the programme for European Mobility Week, which will take place from the 16th to the 22nd of this month. On Wednesday 16th, the focus will be on public transport, with the presentation of the new clean vehicles joining the bus fleet. In the afternoon, inflatable attractions will be available for younger children.

On Thursday, bicycle self-repair workshops will be held at various locations across the city. The following day, a training activity will be held with Year 10 students from several secondary schools, along with a visit to the city’s parks to learn about its biodiversity.

On Saturday 19th, Bicycle Day will be celebrated, with the route starting and finishing at Parque de la Sèquia Mare. On Sunday, the fourth edition of the Aspanion race will take place, and a visit to Tossal de La Cala has also been organised.

The following day will focus on road safety and education, with talks at Aitana, Vasco Núñez de Balboa and Bautista Lledó schools. Finally, Tuesday 22nd will be Car-Free Day, as well as the presentation of the Sustainable Mobility Award. In its second edition, the award has gone to the Ocean Race, a round-the-world sailing competition that starts in Alicante.

The Mobility Council also reported on progress in updating the Sustainable Urban Mobility Plan, as well as on the ‘Road Safety Improvement and Sustainable Mobility Promotion’ project included in the Provincial Council’s ‘Planifica 2024–2028’ Plan. The project, Muñoz explained, “has a tender budget of €2.4 million and a grant of almost €1 million from the Provincial Council”.

“This plan aims to improve safety, calm traffic and reduce waiting times by replacing traffic-light junctions with roundabouts,” the councillor said. As examples of these interventions, he cited the junction of Villajoyosa Avenue and Secretario Juan Antonio Baldoví Street; the junction of Cuba and Paraguay avenues; the junction of Ametlla de Mar Avenue with Stockholm and Manila streets; and the intersection of Adolfo Suárez Avenue with Vicente Pérez Devesa and Guatemala streets.

As part of this latter project, a 22-tonne sculpture by Viktor Ferrando will be installed. The sculpture, named ‘Neptune’, is 16 metres long and almost four metres high, and has been constructed using railway components salvaged from the Altea-Benidorm railway section dating from between 1920 and 1960.

The meeting also provided an update, among other matters, on the changes to the General Traffic Regulations due to come into force in October, as well as details of the Strategic Renaturalisation Plan, Benidorm’s candidacy for the 2028 Green Leaf Award and the investment in the wastewater treatment plant (EDAR) for the Benidorm Bioboost project.

The session concluded with an assessment of the operation of the Low Emission Zone. One of the main conclusions was that, during 2025, none of the pollutant levels set by the European Union was exceeded. The meeting also highlighted a reduction in traffic speeds and noise levels, as well as the fact that more than 75% of journeys within the city are made on foot.
