The plenary approves the project to consolidate the archeological site of Tossal in La Cala

Benidorm again asks the Conselleria to hand over the use of the old courts of Beniardá avenue and gives green light to the regulation of time control to officials

The corporation gives the Tourism awards to the British market, Dinapsis, the LDV Positive Disrupters project and Andreu Buenafuentes

The plenary session of Benidorm City Council has approved unanimously today the project to consolidate the Tossal de La Cala drafted by the Department of Municipal Engineering and the archaeologist of the University of Alicante (UA) Feliciana Sala, who has been in charge of the five campaigns of excavations that have been carried out at the site. The Councilor for Historic Heritage, Ana Pellicer, has indicated that these works "are necessary and urgent to avoid a deterioration of the architectural structures of the Roman castellum of Tossal," and recalled that the Ministry of Development has been asked to finance this action with a charge to the aid to finance works of conservation or enrichment of real estate of the Spanish Historical Heritage within the 1.5% Cultural Program.

Pellicer stressed that the motion includes "that in case of not obtaining state aid, the City Council undertakes to budget in 2018 a line of € 72,134.29 to complete the execution of the project," which provides for one or two rows to be recreated existing walls, using materials that simulate the originals but differentiating the current part of the archaeological; fill the holes in the pavement; and finish with a layer of gravel of colors to differentiate some stays of others.

With the same result, the Regulation of time control and presence of municipal employees has been definitively approved, after rejecting all the allegations made to the text by three trade union centrals and by an individual employee. The Councilor for Human Resources, Jesús Carrobles, has indicated that the time control system will be in operation foreseeably this next October.

Unanimously, the proposal of the Councilor of Heritage, Lourdes Caselles, has been suported to ask the Conselleria de Presidencia to hand over to the City Council the use of the old courts of Beniardá Avenue to host municipal services. Caselles recalled that the City Council, after a motion of the Compromis-Los Verdes group, already asked in early 2016 for the use of these premises which led to the visit to this space of technicians of the Conselleria de Hacienda, who have reported that the same now depend on the Presidency.

By a large majority, the plenary has approved to grant teacher and philosopher Bárbara Alemany the cultural distinction 'Ciutat de Benidorm', which is presented annually on October 9 coinciding with the celebration of Valencian Community Day. Likewise, most of the councilors have approved to nominate '9 d'october' the new avenue arisen with the construction of the Foietes Park, which runs parallel to that of Foietes.

The plenary has canceled the bases of the subsidies to the sport of 2011, in order to comply with the judgment of the Superior Court of Justice of the Valencian Community (TSJ), which states that the granting of these grants was not in accordance with law and that it call for a new procedure.

Also by majority has been approved a motion to urge the Valencian Court to modify the local law of Local Police and Local Police Coordination so that the interim agents have firearms as regulatory endowment and receive formative courses of armament and shooting .

With the vote of the whole corporation has prospered the proposal to urge the Consell to urgently modify the decree that regulates the criteria of use of self-defense equipment and weapons of Local Police so that the agents have short arms of fire of individual use and also long arms of collective use.

The plenary has unanimously agreed to ask the Generalitat Valenciana to grant public congratulations to Local Police officer Antonio Ortega and agents Juan Gabriel Casagrande and Pedro Antonio Martínez, that his action in the arrest of an individual, presumed author of several robberies with violence, that circulated with a vehicle subtracted and that in his flight tried to run over several agents.

In addition, the plenary has approved an extrajudicial credit recognition for the amount of 106,741.80 euros. By a large majority, the price revision of the road cleaning and garbage collection contract requested by the concessionaire company for the years 2012 and 2013 has been rejected, and revision rates and royalties for the period 2012-2017 have been approved.

In the same session, accounting information for the second quarter of 2017 was reported.

Motions of the opposition

By a large majority, a motion has been approved by the PSOE municipal group to take into account the project drawn up by the sports monitors and the educational community so that the former can continue their role in the schools. The motion includes urging the local government to reach an agreement with centers and monitors - and transfer it to the Conselleria - so that they remain in the centers doing "functions of recruitment of students for the formation of sports teams" and other work linked to life healthy and equal "without implying in no case the teaching of sports teaching during school hours.

A motion by Compromís-Los Verdes, amended by Citizens (Cs), has been unanimously approved, so that the company that manages what is known as Benidorm Bus Turístico pays the outstanding tax for occupying the public thoroughfare of 2016, and for technicians to inform on the license with which it is being rendered service and to study if it is necessary to tender this activity by public contest.

Urgent motions

Apart from the agenda, the councilors have largely supported the proposal of the Board of the Spokespersons in relation to the Tourism Awards 'City of Benidorm', and which raises the award in international category to the UK issuing market.

The proposal also includes rewarding in the national category Dinapsis, a reference center in research and innovation linked to Hidraqua and Grupo Suez and based in Benidorm; while the recognition in local-autonomous category is for the project 'LDV Positive Disrupters' in which have participated a hundred schoolchildren of the province and that is directed to the companies and public administrations implement measures that fight against the tourism of excesses and in favor of healthy experiences. Finally, the motion approved grants the Special Mention of this edition to comedian and presenter Andreu Buenafuente, for the special projection of the image of Benidorm by keeping the city skyline as the main fund in the 'Late Motiv' program of Movistar +.

On the other hand, the corporation has ruled in favor of a motion of Cs, as amended by the PP, so that the assignment of public spaces for events is done through agreements with companies and / or entities that promote events in which reflect the rights and obligations of both parties.

 Proposed by Cs has been approved by a majority to propose a request to various municipal departments to report on the occupation of public roads by "the company that organizes the market on a private plot of the Avenida Almirante Bernat de Sarriá.

A majority of Liberales de Benidorm (LiBE) has issued a motion to show "the total rejection of the regulation and application of the tourist tax in the Valencian Community", and which also makes explicit "support to tourism business" and "especially the tourism sector of Benidorm supporting their positions and reasons" in this matter.
