The City Council launches the tender process for the contract to implement the project ‘Benidorm DTI integrates with the Smart Destinations Platform’
Benidorm City Council has announced the start of the bidding process for the contract to implement the project ‘Benidorm DTI integrated with the Smart Destination Platform (PID)’. This contract aims to provide the services and supplies necessary to implement, integrate, and manage the project, which seeks to develop a Smart Destination Platform (PID) that will ensure interoperability between public and private services offered to tourists. This aligns with the national Smart Destination Strategy and is financed under the Recovery, Transformation, and Resilience Plan (PRTR). The contract will be processed through an open, harmonised, and standard procedure.
The project falls under the call for proposals for ‘Aid for the deployment of technological platforms and digital solutions in the destinations of the Smart Destination Network’. The ‘Segittur Smart Destination Platform’ project represents a comprehensive strategy to consolidate Benidorm as a Smart Destination. It is also aligned with the Modernisation and Competitiveness Plan for the Tourism Sector in Spain and aims to implement advanced technological tools to optimise tourism management in the municipality. The contract to be tendered is structured in two complementary lots that correspond to distinct but coordinated functions, thus having a dual dimension: technological and organisational.
The first lot, ‘Benidorm DTI integrates with the PID’, covers the development, supply, adaptation, and integration of the technological and functional components of the municipal PID, as well as its interoperability with the Segittur PID. It also includes aspects such as communicating the project to the public and institutions, and creating content and applications aimed at tourists, residents, and local stakeholders.
The second lot, the Project Office, encompasses comprehensive management, supervision, and governance of the project, serving as an external support office to the City Council. Its functions include planning, coordination, and control of Lot 1 activities, financial and administrative management of the grant, and supervision of regulatory compliance, among others.
Regarding the base budget for the tender, the first lot amounts to €3,005,622.17 (VAT included), while the second lot is €107,321.83 (VAT included). In total, both lots have a budget of €3,112,944. The contract term runs from the date of signing until April 30, 2026, and the warranty period for each installed element or service provided will be one year.
The contract will be financed through grants for the deployment of technological platforms and digital solutions in destinations within the Smart Tourism Destinations Network (DTI). This call for proposals is part of the State Secretariat for Tourism's initiative to promote the digital transformation of Spanish tourist destinations and aligns with the objectives of the Spanish Government's Tourism Promotion Plan (PRTR).
Mayor Toni Pérez noted that Benidorm was “the only municipality in the province of Alicante selected for this funding round,” which is 100% financed with European funds. This means that “we won't have to use municipal funds to implement the more than 20 planned projects.” Pérez also emphasised that the project “proposes advanced solutions to maximise the use of the data and indicators we already measure or will measure once our platform is fully implemented.”
Among the solutions included in the project are the creation of a destination portal, a location intelligence module, a loyalty program and module, a smart parking system, and capacity control and flow measurement, not to mention Blue Tourism. Furthermore, the mayor indicated that “it will allow us to leverage Generative Artificial Intelligence to analyse the information and indicators obtained to improve city management.”
Therefore, within ‘Benidorm DTI Integrates with PID’ project, alliances will be forged with other municipalities and administrations to share technological solutions and maximise the impact of the investment. “We are at the forefront of tourism intelligence and innovation, and we will be even more so when we complete the development of this new project,” concluded Toni Pérez.
