The Board of Spokespersons held this morning with the application of virtual presence through active videoconference has agreed to act on the Municipal Organic Regulation (ROM) and make this modality possible in the Regime of Sessions and voting of the municipal collegiate bodies.

Among the various issues dealt with the Mayor's Office, the holding of the Informative Commissions for the Internal Regime and the Treasury for April 22, as well as the ordinary plenary session for Monday, April 27, have been reported.

The new ROM now include remote sessions, by electronic and telematic means, both for ordinary and extraordinary sessions, when there are exceptional situations of force majeure, serious collective risk or public catastrophes that prevent or disproportionately hinder the normal operation of the face-to-face regime in them, as in this state of alarm declared through Royal Decree 463/2020, of March 14, for the management of the health crisis situation caused by COVID-19 and which the Government has decided to extend two more weeks.

This virtual presence modality may be used in Informational Commissions, Local Government Board and plenary sessions. In the latter, when a vote is required and unless a spokesperson requests it, it shall be carried out nominally, each and every one of the councilors being appointed by the secretary, to express their vote, by order and beginning with those of the municipal government group followed for those of the opposition, from highest to lowest representation.

For the sessions, the Mayor's Office will determine the regime that guarantees the technological security of the process and, with the advice of the Municipal Service for Information Technology and New Technologies, the electronic system or application used will be determined. The plenary sessions will be public and in real time from the constitution as an organ until the session is adjourned to comply with the rule and provide greater transparency.
