The plenary session awards the free stalls of the Municipal Market for use as a supermarket and thus energize the facilities

27 September 2021

Unanimously, the beach services for October have been approved and ‘Ciutat de Benidorm’ Cultural Distinction is awarded to Coral Association

The plenary session of the Corporation has awarded today by a large majority, and through the public concession formula, the part of the Municipal Market that is currently in disuse, to be used as a supermarket. A new area that has been awarded to Mercadona and in which only items or food items that do not coincide with those supplied at the Mercat stalls will be allowed to be sold.
The measure seeks to revitalize a wing of the Mercat, which to date has been almost always empty and in disuse, "creating a sales area that also serves as a complement to the stalls that are in operation, in turn invigorating this municipal space and increasing the flow of customers ”, said the councilor for the Treasury Aida García Mayor.
Mercadona will pay the City Council 837,290 euros plus VAT for the seven vacant positions and acquires the concession of another three occupied positions. This will cover the entire concession period, valid until June 30, 2055.
The award to Mercadona will entail improvements in the facilities, which focus on the new sales area, such as the renovation of the ground floor toilets and the lighting of the new sales area, the installation of a new elevator, and the renovation of the utility room. counters, painting and adapting the Mercat loading and unloading dock area, aesthetically renovating the mechanical ramp and the exterior cafeteria of the entire building to give it more prominence and uniqueness.
With the votes of the government team and the abstention of the socialist and Citizens groups, the budget modification has been carried out to mobilize the first 218,000 euros that the City Council will contribute to a great employment plan that will allow the hiring of 130 people. The municipal contribution will reach about 1.4 million euros between 2021 and 2022 and will be complemented by the two grants that the City Council has obtained from LABORA within the call for the ECOVID and EMPUJU programs.
Specifically, the total endowment of this employment plan to be promoted by the City Council amounts to 3.7 million euros: 2 million euros for the ECOVID program and 1.7 for EMPUJU. Of these, the City Council will allocate about 750,000 euros for the first and more than 625,000 euros for the second. The rest, up to 3.7 million euros, is financed through grants obtained from LABORA, amounting to 1.2 million for the ECOVID program and about 1.1 million for EMPUJU.
The Councilor for the Treasury, Aida García Mayor, has stated in this regard that "employment is the best social policy and the best expense that can be made" and has stated that "such an important Employment Plan has never been carried out in Benidorm, for that is more than justified the money that comes out of this modification ”.
On the other hand, unanimously, the plenary session has approved the motion of the Board of Spokespersons to grant the Cultural Distinction 'Ciutat de Benidorm' to the Agrupación Coral de Benidorm, thus addressing the proposal submitted by the technical commission in charge of this award and formed by the people and entities awarded in previous years. As stated in the motion, Benidorm Choral Group, which this year celebrates its 40th anniversary, “has permeated the social and musical fabric of Benidorm, is rooted in the past and present of our cultural reality and has contributed to projecting it inside and outside de España ”, with performances in different European countries such as Germany, Belgium, Italy or France.
Founded in 1981, under the patronage of the City Council, throughout its history it has collaborated with local and regional musical entities, and has signed performances at such relevant events as the Mozart Festival in Salzburg on the occasion of the 250th anniversary of the author's birth; or the premiere of the monodrama ‘The empty hours’ by Ricardo Llorca at the Berlin Cathedral. Among the milestones of Choral Group, their live performance with Lluís Llach and the tenor José Carreras at Julio Iglesias auditorium in Benidorm also stands out.
In addition, for many years the Choral Group organized various activities that enriched Benidorm's cultural activity, such as the Benidorm Sacred Music Week, "an excellent initiative of the first magnitude and great projection"; or jointly with the City Council the Choral Singing School Contest.
The delivery of the cultural distinction ‘Ciutat de Benidorm’ will take place in the institutional plenary session on October 9.
With the unanimous vote, the services for the beaches have been approved during the month of October and that, as in previous months, are modulated according to the pandemic and its evolution, as pointed out by the mayor of the area, Mónica Gómez. Based on the technical reports and the plenary agreement adopted last May, in October the service of hammocks and umbrellas will be maintained, in the same terms as to date; While the rescue is set at 9 lifeguards in Poniente, 9 in Levante and 1 in Mal Pas, maintaining the four health care posts and two ambulances, as well as the accessible beach service from 09:00 to 17:00. As for cleaning, there will be 15 operators who will integrate the device.
Gómez has pointed out that throughout the month of October the services to be provided on the beaches in the month of November and later will be determined.
Also with the vote of the entire Corporation, the Benilux Hotel Interior Reform Plan (PRI) has been approved. The Councilor for Urbanism, Lourdes Caselles, explained that both the PRI and the agreement to be signed between the City Council and the commercial owner "have been exposed to the public without any allegations being received." The agreement establishes the compensation that the merchant makes to the City Council for the increase in the buildable area of about 660 useful square meters of roof that will allow the establishment to increase its category, by increasing the surface of the rooms, which are reduced from 216 to 186.
Specifically, the establishment cedes to the City Council 2 meters of façade strip of Panama Street -plastered in the transfer certificate of last February- to increase sidewalks and an economic compensation of 45,401 euros that "will go to the Municipal Land Heritage".
Also in urban matters, unanimously, the green light has been given to the detailed study for the expansion of the IMED Levante hospital and has resolved the only allegation presented in the public exhibition phase. Caselles has indicated that this approval has "all favorable reports" and is conditional on the company building "a new collector" and acting on "the rainwater network." The mayor has highlighted that with this extension the hospital plant of Benidorm is renewed, allowing "new and more modern facilities".
With the majority of the votes of the government team, the initiation of the file for the ex officio review of the agreements signed in 2003 between the City Council, Antonio Manuel Puchades and other people on land belonging to the APR-7 has been approved as they are null and void acts. right. The mayoral proposal was based on the reports of an external lawyer and the municipal secretary who, in summary, as explained by the spokeswoman Lourdes Caselles, indicated that the causes that suffered from the 2003 agreement persist and that the agreement is null and void. "Because it recognized the owners' rights of use without having fulfilled the duties of cession, urbanization and equidistribution."
Caselles has also explained that that agreement recognized compensation "without the necessary requirements to apply the urban patrimonial liability, basically because the urban use has not been patrimonialized." In this sense, the municipal secretary has clarified that the effects of the nullity of the agreement only allude to the damages suffered by the owners of the land "without mere expectations being compensable." "They demand 283 million euros from us in exchange for a commitment that has not been translated into reality, neither in the cession of land, nor in use or in anything," the secretary concluded.
The City Council, added the councilor Lourdes Caselles, "allocated 636,000 euros to deal with the damages caused to the owners of that land." The mayor has also stressed that "it was the regional administration that made decisions on reclassification and protection of the soil of the APR-7".
Unanimously, the proposals of the Councilor for Citizen Security, Lorenzo Martínez, have prospered to initiate the procedure of distinctions and decorations by the Generalitat Valenciana to agents of the Local Police of Benidorm for various actions. Thus, Public Congratulations are requested for agents Manuel Caballero and Antonio Gorreta, who on April 17 helped an injured woman, keeping her conscious until the arrival of medical personnel.
The same recognition has been requested for agents José Luis Tormo and Miguel Puertas for an intervention last August when, once off duty and back home, they reduced and detained an individual who was threatening with a large knife to her ex-partner and her new partner. The man was also assaulting his former partner.
Likewise, the plenary session has requested Public Congratulations from the Generalitat Valenciana for the lifeguard of the Alejandro Ortiz beach concession company, who weeks ago rescued a woman who jumped into the sea from the Plaza de Santa Ana. A rescue that was extreme complexity and severity.
On the other hand, the plenary session has approved that on November 14 and 15 be declared local holidays.
In the same session, for its ratification, the decree to designate legal defense in the appeal filed against a resolution of the director of the Anti-Fraud Agency last July was reported. It has also become aware of two orders issued by the Administrative Litigation Court number 1 and number 4 of Alicante.

The City Council has sent a message of solidarity "to all the palm tree society in these moments of great concern", and has conveyed the congratulations and gratitude for "the tireless work" carried out in the place by the emergency teams, Corps and Security Forces of the State, non-governmental organizations, the Army, local police, professionals in the health sector, the media and very diverse groups that "contribute to reducing the consequences of this natural phenomenon."
