The Regional Commission on Prevention in Local Security also agrees a protocol for inspections of premises related to illegal excursions
Local Police forming part of the Regional Commission on Prevention in Local Security in La Marina Baixa, have approved this morning the Manual of Procedure for t Hate Crimes and Discriminatory Incidents. The meeting took place in the Plenary Hall of Benidorm City Hall and it has also agreed to establish a common protocol for inspections "related to customer acquisition and illegal excursions". These actions will be carried out jointly by agents of the various bodies of local police assigned to the demarcation of the Marina Baixa, ie: Alfaz del Pi, Altea, Benidorm, Finestrat, La Nucia, Callosa de Ensarriá, Polop, Relleu and Villajoyosa. The Manual about "hate crimes" includes all modifications introduced in the recent reform of the Penal Code and establishes a set of criteria and guidelines for identifying hate criminal offenses motivated by racism, xenophobia, homophobia, etc. and to ensure efficient implementation of the components of the local police in the exercise of its powers. Another important aspect is that the Manual includes various criteria of the Organization for Security and Co-operation in Europe (OSCE) for attention to hate crimes, including the use of indicators for identifying these criminal offenses or a registration form of hate incidents and other acts of discrimination. Although the National Police and Civil Guard and the Ertztaintza and the Catalan police have a protocol of this type, only the local police of Castellón and in Valencia have established procedure manuals for responding effectively to this type of crime. It is the first time in Spain that a group of local police collectively approve a protocol of this type, so the local police of the Marina Baixa are among the most advanced of Spain's commitment to fighting hate crimes and other discriminatory acts. To eleborate the Manual, the local police department has relied on the expert advice of the Platform for Police Management of Diversity, a unitary organization that brings together two police associations (the National Union of Chiefs and Directors of Local Police and Police Association Gays and Lesbians), eight non-governmental organizations (FSG, CEPAIM Foundation, ACCEM, State Federation of Lesbians, Gays, Transsexuals and Bisexuals, Red Acoge, RAIS Foundation and the Movement against Intolerance) and other two as observers (Amnesty International and Open Society Justice Initiative).
