The corporation supports the implementation of an Equality Plan for municipal personnel
The full approves the project of the first phase of remodeling of Mediterráneo Avenue
The plenary session of the corporation has approved by majority the project of the first phase of construction and remodeling of Mediterráneo, the one that includes from Puente street to Europa Avenue and that includes the renovation of La Hispanidad Square and of Puente, Doctor Pérez Llorca -on his pending stretch-, Esperanto, Valencia, Bilbao and Periodista Emilio Romero streets.
The Councilor for Works, José Ramón González de Zárate, recalled that this project has already gone through the Advisory Council of Urban Scene, where the municipal technicians explained to the councilors of the corporation and the rest of the members of this advisory body the characteristics and details of this project, which amounts to 11,498,346.80 euros.
The project conceives the avenue of Mediterráneo like a "parallel axis" to Levante Promenade, whree space for pedestrians is gained, access to private vehicles is limited, and all architectural barriers are eliminated by configuring the route as a "Unique platform".
The remodeling of the avenue goes through the renovation of all the infrastructures of the subsoil, fundamentally water, which are "very deteriorated" due to their age, which in many cases exceeds 40 years. Thus, the potable water and sewerage network will be renewed, and the rainwater network will be improved with a new collector of greater capacity and, above all, by connecting this network with l'Aigüera network through Esperanto street.
The project includes an improvement in lighting and a very significant increase in vegetation throughout the avenue -conserving the current trees- and especially in La Hispanidad Square, which will be configured like "an urban forest", without architectural barriers, with roads and with a large ornamental fountain.
In terms of paving, asphalt has been chosen on the roadway; while in the pedestrian areas black and white pieces will be used that will be degraded - darker the closer to the road. This bichromia will break with some blue pieces.
Regarding the adjacent streets, they will have a "very similar treatment" to the one that was implemented in the recently remodeled section of Dr. Pérez Llorca Avenue. The urban furniture arrangement in groups and zig-zag will be exported to Mediterráneo from this renewal.
The project also includes the installation of singular elements. Among them, a 'tecnohito' of 22 meters in the roundabout at the confluence of Mediterráneo with La Hispanidad Square and Esperanto street. It is a metal structure covered with a mesh 'led' that allows multimedia playback. To this 'tecnohito' are added the two 'technoparados' for public transport, which follow the same model.
Finally, the proposal to implement technological elements of the 'smart city' like its own fiber optic network, Wi-Fi network and sensors -to control indicators of temperature, pollution, etc.-, access controls, CCTV cameras, and remote control for the management of services such as water, lighting or irrigation.
Unanimously, the councilors expressed the City Council's commitment to achieve the implementation of the Equality Plan for municipal staff and the subsequent creation of the 'Equality Committee' that will be responsible for developing, implementing and evaluating the plan. The proposal, amended by the PSOE, includes the appointment of this Committee and that the possibility of participating in it - with voice but without vote - a representative of each political group and the non-affiliated councilors of the corporation.
The members of the corporation supported by a large majority to approve and submit to public information the modification of the Sustainable Urban Mobility Plan (PMUS) based on the indications transferred by the technicians of Conselleria in line with the document presented by the company of the projected shopping center in the industrial estate -Unibail Rodamco-. A document that presented deficiencies, which have already been corrected, and that seeks to improve the pedestrian and sustainable connection between the urban center and the industrial state.
The full has accepted the free transfer of a plot between the streets Ginés Cartagena and Castellana made by a merchant and that will allow to maintain the width for these roads that marks the General Urban Plan (PGOU). By majority, an extrajudicial credit recognition has been approved in the amount of just over 20,000 euros for the payment of sports transport.
Likewise, it has been ratified the assignment to Iberdrola of a low voltage line that will supply the command center of the football fields 'Antonio López'.
En la misma sesión se ha dado cuenta del decreto por el que se aprueban las bases para la obtención del Permiso Municipal de Conducción de taxis; y de la comunicación remitida al Ayuntamiento por el delegado de la Agencia Española de Protección de Datos. También se ha dado cuenta del acuerdo del Jurado Provincial de Expropiación sobre el justiprecio de la retasación del suelo de El Moralet propiedad de Iniciativas Comerciales de Benidorm (Incobe).
Motions of the opposition
By majority, a motion of the PSOE, Liberales of Benidorm and Compromís groups has been approved to reprove the president of the Community of Madrid, Ángel Garrido, for the content of the comment published in a social network in 2009 in which a reference was made to the city. The same motion includes demanding "public apology and rectification."
Unanimously the councilors have supported a motion by the PSOE to intensify the coordination between the State Security Corps and the Local Police to stop the sale of counterfeit goods. The proposal also includes requesting technical and legal reports to analyze the possibility of temporary closure of reoccurring establishments and the withdrawal of the opening license.
By a large majority, a proposal by the Citizens (Cs) group was approved to create a health care facility in the Salto del Agua complex, as well as to study the viability of moving the current Red Cross roadblock to this location for the benefit of this service.
Unanimously, a motion by Compromís-Los Verdes group has partially prospered to declare the honorableness of the teaching professionals for their effort.
With the favorable vote of the entire corporation, has flourished a motion by the not affiliated councilor Juan García, amended by the PP, so that the motions raised to plenary by the councilors are published on the municipal website in a separate section, and that in the same indicates the result of the voting and its execution status.
