The plenary session refuses, with the votes of the opposition, the study of the VPT agreed with the unions

The plenary session has eliminated, with the votes of the four opposition groups (PSOE, Cs, Liberales and Compromis-LV), the proposal of the councilor of Human Resources, Jesús Carrobles, to approve the evaluation study of Jobs (VPT) negotiated and approved by "four of the five central trade unions in the General Negotiating Table on January 22". Carrobles explained that this document "is the basis for future negotiations for the approval of the List of Jobs (RPT) and the Definition of Jobs (DPT)" of the staff of the City Hall.

The mayor recalled that "the previous VPT dates from 1995 and, therefore, is not in accordance with the needs of the Administration or with the functions currently developed by municipal workers." For that reason, he added, it was proposed "to develop a new VPT that will be adapted to the new times, and normalize the problems and specificity of each case".

The document, supported by the unions in the General Negotiating Table after the relevant period of allegations and after "a long collective bargaining", has been prepared by an external company and "includes the functions to be developed for each job and under the point-by-factor method of each, emphasizing that this system is qualified as optimal by the ILO for its objectivity properties. In fact, this system is evaluated as the most appropriate by the International Labor Organization, which also considers that the points methodology is the most appropriate for assessing positions in the field of equality. Carrobles has stressed that the document refused today by the opposition "has been overseen by the Human Resources department and by the different union sections", taking "very much into account that there should be no loss of remuneration for any worker".

The withdrawal of the point now requires delaying the approval of the study and the VPT, long claimed by the unions.

On the other hand, with the majority vote of the councilors, the proposal of the mayor, Toni Pérez, has been approved, so that the City Council can attend a call for European funds to develop a flooded urban park in Rincón de Loix area with sports and recreational uses included. The project presented by the concessionaire of water management, Hidraqua, and called 'BenidO2rm' proposes to act on a space of 30,000 square meters, creating a new football field in the sports area 'Antonio López', which would be integrated into this new green infrastructure To this sports area would be added the urban park of Rincón de Loix and the municipal plot located next to the social center La Torreta, which will function as a "flood" park on the surface that corresponds to the latter the plot where a mill pond would be built to collect rainwater from the ravines of Barceló and Derramador when there are strong episodes of rain. This water would be purified and reused to irrigate the park itself.

The City Council will participate with this project in the fourth edition of the initiative Urban Innovative Actions (UIA) launched by the European Union, which has a budget of 372 million and which is part of the 2014-2020 FEDER program.

Unanimously, the corporation has agreed to request the Ministry of Economy and Competitiveness to grant Benidorm the distinction 'City of Science and Innovation', as well as the incorporation of the City Council to the Association of the INNPULSO Network (ARINN). The spokesman of the local government, José Ramón González de Zárate, has explained that, in addition to "Leading Smart and Sustainable Tourism Destination", Benidorm "aspires to consolidate itself as an innovative urban space", committed to this with the 2030 Agenda of the United Nations for Sustainable Development, the Strategy of the Spanish Network of Intelligent Cities -RECI-, the Strategy of Smart Tourist Destinations DTI and with the Strategy of Sustainable Urban Development and Integrated 'EDUSI' Benidorm ".

Therefore, "the city must continue to address new projects that allow its capabilities to be developed, as well as to be integrated into networks that add value to the city as the INNPULSO NETWORK itself", for which "it is necessary to opt for the distinction" City of Science and Innovation '. De Zárate has stressed that this Network constitutes "an increasingly active agent of promotion of novel policies, such as the public purchase of innovation, support for SMEs and entrepreneurs; and the support and participation in projects of the European Horizon 2020 Program ".

By majority, the Municipal Acoustic Map commissioned by Benidorm City Council has been approved by a consulting company to know and detect noise problems in the city, and concludes that road traffic is the main focus of noise pollution, both in high and in low season, although "far below the usual results in Spanish cities". In addition, this study has also analyzed three leisure zones.

De Zárate has indicated that with this acoustic map "we comply with European, state and regional regulations" and a diagnosis is made of "what the problems are" and correct them. De Zárate has stressed that the approval of this document "is essential to reach the next phase, the most important: the drafting of an action plan to solve these problems and which is already working."

The plenary session has also unanimously endorsed the City Council's adherence to the Educational Leisure Statement 'We meet with other values' drawn up by the Valencian Youth Institute (IVAJ) to support Educational Leisure activities aimed at children, adolescence and youth

The full, by majority, has given the green light to a new convention of expropriation by mutual agreement for the construction of Road Clubs, which will link the Valencian Community Avenue with the national road 332. This agreement, which has not received any allegations during the period of public exposure, affects a farm and allows advance in the acquisition of land for the opening of this road, key to the development of the industrial estate.

By majority it has also been approved to create a job board to cover the post of music teacher in the specialty of guitar and dance in the specialty of Spanish at José Pérez Barceló Municipal Conservatory.

On the other hand, the four opposition groups have withdrawn from the agenda the proposal to dismiss the appeal for replacement presented by the concessionaire for the collection of waste and street cleaning, Building and Contracts Promotion (FCC), in relation to a Plenary agreement of September 2017 in which the price revision of the 2012-2017 period was approved. The proposal raised to the plenary session by the Councilman of Street Cleaning, Arturo Cabrillo, and amended by the PSOE, also included the suspension of the 2017 agreement "for the sole purpose of calculating the contract price to be paid to the winning company in the 2018 and 2019 "until" the appeal filed before the Superior Court of Justice of the Valencian Community (TSJ) against a ruling of the Contentious Administrative Court Number 1 of Alicante is solved ".

Pending that resolution, which in the first instance gave the reason to the City Council, the fixed motion for 2018 "a provisional contract price for 2018" of 10,238,539.98 euros. Cabrillo has stressed that this price was contingent "on the pronouncement of the TSJ". Before the vote on the withdrawal, the spokesman of the local government, José Ramón González de Zárate, stressed that in order to face this provisional increase "the rate of garbage to the citizens will not go up".
