La nueva promoción de viviendas públicas en Benidorm reservará casi la mitad de los 117 pisos a jóvenes y familias monoparentales

The new public housing development being built in Benidorm through the Valencian Regional Government's 'Plan Viu' will reserve 40% of the planned apartments for young people and single-parent families, to facilitate access to housing for two of the groups that face the greatest difficulties in becoming independent or developing a life project. This was announced on Monday by the city's mayor, Toni Pérez, and the First Vice President and Regional Minister for Housing, Employment, Youth, and Equality of the Valencian Regional Government, Susana Camarero, during a visit to the construction site. The development will consist of 117 apartments, garages, and storage units to be allocated under a social rental scheme at affordable prices.

Also participating in the visit were the Regional Secretary for Housing, Sebastián Fernández; the Councillor for Urban Planning and Housing, Lourdes Caselles; and other members of the City Council and representatives of the companies awarded the contract for the development.

“Today is a happy day because we can see that the works are not only underway but progressing on schedule and at a good pace,” the mayor emphasized, adding, however, that “it is a happy day, but it will be even happier the day these 117 homes can be occupied by their new owners,” something they anticipate will happen in the summer of 2027.

The construction of this public housing building is taking place on municipal land, located between Guatemala, Vicente Pérez Devesa, and El Moralet avenues, and ceded by the City Council to the Generalitat (Valencian regional government) to build public housing under the ‘Plan Viu’ (Urban Housing Plan). The project initially envisioned the construction of 91 homes, but was later modified to increase the number of apartments by 26, reaching a total of 117 social rental units distributed across ten floors. Each unit will also include a parking space and a storage room in the building's basement. In addition to the 47 homes planned for people under 35 and single-parent families, there will also be adapted and accessible apartments for people with disabilities. The regional government will invest over €10 million and has also secured funding from the European NextGeneration program for incorporating, among other things, energy efficiency criteria.

During the visit, the mayor noted that the development is located in “a prime area undergoing rapid expansion and development, with all kinds of public services nearby, especially educational and healthcare facilities, to meet the needs of its future residents.” He also emphasised that this is “the first such development in the city in nearly 20 years, following two terms of stagnation, despite the tireless efforts of this local government since taking office in 2015” regarding housing with the relevant authority, which in this case is the Generalitat (the regional government of Catalonia).

“It was a PP government in the Regional Government –he pointed out– that built a housing block for young people and another for the elderly for rent in La Cala, which were delivered in 2009, and it is again a government of the same party that is promoting 117 public housing units in our city almost twenty years later, because unlike the two immediately preceding legislatures, now there is a Valencian Government that does not turn its back and that opens its doors when a mayor knocks on them.”

For her part, the Minister of Housing, Employment, Youth and Equality has announced that a new website for the ‘Plan Viu’ will be operational starting today, the “digital platform that will centralise information on all the subsidised housing offered by the Generalitat and the registration process for accessing it, which will strengthen transparency and public control of housing”.

Susana Camarero recalled that “the Benidorm City Council, with its mayor at the helm, was the first to grant us this land for the ‘Plan Vive’ (Live Plan),” adding that, after an initial visit a few months ago, “today we return to see this development already rising.” Indeed, the works, which began in November 2025, have an 18-month construction period and are scheduled for completion in April 2027. Currently, the basement is finished, and work is underway on the building's structure, with the first floor practically complete.

She also highlighted that “this is a clear example of how public-private collaboration allows for accelerating the availability of affordable housing and responding to a real need of citizens” and that “these 117 homes are not just numbers; they represent opportunities for many families in Benidorm to access decent housing at affordable prices.” Finally, the First Vice President also noted that “the Council has heeded the mayors' request and incorporated criteria such as community ties into the allocation process to encourage those who live and work here to build their lives in their municipality.”

Sources from the Ministry of Housing, Employment, Youth, and Equality have indicated that the application process for those interested in accessing one of these homes is not yet open and that the expected period will begin shortly before construction is completed, as these apartments will be allocated for rent, not for sale. These same sources stated that all information will be provided when the application process opens. Those interested can visit the single portal www.planvivecv.es, where any citizen can check what promotions are available, where they are located and what stage they are in. According to Camarero, the portal also includes a direct registration system for those promotions that have already begun marketing, which “will allow citizens to access these homes more quickly and easily and with the greatest possible transparency.”
