Benidorm launches tenders for the three new roundabouts on Avenida del Murtal, included in the participatory budgets

Benidorm City Council has given the green light to the start of the bidding process for the three new roundabouts to be built on Avenida del Murtal, which were the main proposals in the 2024 participatory budget. This was approved yesterday by the Local Government Board, which determined that the procedure to be used will be open and the ordinary file simplified.

The investment for this project amounts to €597,701.57, and the completion period for the works is set at three months, according to the project. The purpose of the two new roundabouts is to improve traffic flow and safety at this point in La Cala. Residents had requested the construction of the two roundabouts in their participatory budget proposals. They were the first and third highest-rated proposals, which led the City Council to consolidate both proposals into a single project.

For the award, the financial offer will have a maximum score of 50 points, although two improvements are included and will be evaluated separately. The first improvement, valued at 12.5 points and related to landscaping, consists of planting different species of trees and shrubs within the project area.

This improvement is estimated at €13,038. The second improvement, focused on paving and also valued at 12.5 points, consists of the installation of sound-absorbing paving capable of reducing noise emissions from vehicle traffic. This improvement is estimated to cost €14,835.

Regarding the technical proposal for the work to be executed, it will be scored with a maximum of 25 points. However, bidders must exceed the minimum score threshold of 50% for all the qualitative criteria of the technical proposal to continue in the selection process.

The Councillor for Citizenship Participation, Ana Pellicer, highlighted the fact that this project corresponds "with the proposals most supported by citizens" in last year's participatory budget. Specifically, the most voted proposal was the construction of a roundabout at the intersection of Avenida Murtal with Méjico and Marina Baixa. Francis Muñoz, Councillor for Mobility, added that the project "eliminates the current intersection and improves road safety at a point very close to the La Cala Primary School." The other proposal affects the lower section of Avenida Murtal, with two new roundabouts near Avenida Villajoyosa and the tunnels on Calle Murtal that provide access to Poniente Beach, "and will also significantly improve traffic flow at that point."

The project, Muñoz noted, includes three phases: the creation of roundabouts at both intersections, work on different sections of Avenida Murtal, and work on adjacent roads. She also specified, "We plan to reuse and maximise the use of the avenue's current features that are in good condition, such as pavement, lighting, and furniture."

Finally, the Councilor for Participation emphasized that "since 2016, we have responded to residents' requests and complied with the Participatory Budget, convinced that it is a very powerful tool at the service of citizens, who are actively involved in the exciting task of designing the Benidorm we all want." Ana Pellicer took the opportunity to "encourage residents to formulate and submit their proposals for the 2026 Participatory Budget," which ends on July 31, "so we can continue making progress and meeting their demands and requests."
