Benidorm awards the development of MOVELE Plan for 530,000 euros and a period of six months

The Local Governing Board of Benidorm City Council has agreed to award the contract for the development of the Benidorm Electric Mobility Plan (MOVELE) to the bid submitted by Elecnor Servicios y Proyectos for €530,174.40. This plan falls under the 2023 Destination Tourism Sustainability Plan, Action 3, Axis 2 ‘Green Benidorm’: Improvement of Energy Efficiency, financed with Next Generation EU funds.

The contract file was approved on November 7, 2025, and the process was carried out through a simplified open procedure. After the highest-scoring bid was excluded for not providing ISO 45001 certification, the contracting committee recommended awarding the contract to the second-highest-scoring bid, that of Elecnor. The contract term has been set at six months.

MOVELE Plan for Benidorm, as explained by Councillor for Mobility Francis Muñoz, establishes “a detailed framework to promote the use of electric vehicles in the city.” The plan includes a comprehensive analysis of the current situation, highlighting the charging points available in both public and private spaces, including stations at gas stations and hotels. Furthermore, it proposes the creation of a local energy supplier to facilitate the distribution and sale of electricity, ensuring an efficient infrastructure for electric mobility.

The document, the councilor pointed out, “conducts several analyses of the municipality, identifies problems, and addresses them collectively through a plan guided by a single objective: the sustainable, effective, and efficient development of the different and necessary modes of mobility and transport.” Therefore, in various sections, it refers to electric mobility and the need to develop joint strategies “promoting its use and accessibility.”

The MOVELE Plan also presents comparisons with other similar scenarios and developed models, evaluating various technological options available for the installation of charging points. The importance of current regulations is emphasised, and charging methods, connection schemes, power supply, and other crucial technical aspects are described. “Furthermore, strategies are outlined for integrating electric mobility within the ‘Smart City’ and Smart Tourism Destination concept, aligning these efforts with sustainability and energy efficiency objectives,” Muñoz added.

Finally, the plan defines a roadmap with proposals and a timeline of actions, “establishing clear strategic objectives and specific lines of action to achieve more sustainable urban mobility.” To this end, measures such as infrastructure adaptation, incentives for purchasing electric vehicles, and citizen participation to assess the impact and acceptance of these initiatives are promoted.

The document also sets out a series of strategic objectives, including: increasing the penetration of electric vehicles in municipal fleets and companies based in Benidorm, generating an optimal charging point infrastructure, enabling access to electric vehicles that are not owned by the municipality, and achieving a penetration rate of this type of vehicle on the municipal fleet of at least 2.5% of new registrations.
