Los técnicos proponen que el nuevo contrato de mobiliario urbano incluya elementos ‘smart’

The municipal technicians of the ​​Engineering department have proposed that the new urban furniture contract include 'smart' elements and technological innovations, as reported by the Councilman of Urban Scene, José Ramón González de Zárate, after the informative commission of the Internal Regime. A commission in which the municipal chief engineer has exposed to the political groups a series of considerations prior to the drafting of the bidding conditions that will govern the bid, following with "the dynamics that this government team is carrying out with all the contracts that expire this year ".

De Zárate explained that the current contract for 'Installation and maintenance of urban furniture' expires on October 31. The technicians' proposal is for the contract to maintain the main services it currently provides and incorporate new ones.

At present the object of the contract is the signage of road and municipal goods such as streets or numbering of farms; the elements linked to traffic and transport such as canopies or infotaxis; those linked to squares, parks, gardens and gazebos; elements such as banks, litter bins or tourist signage; and the elements of street furniture with commercial and advertising exploitation.

The proposal of the technicians is that, among other issues, the new contract contemplates actions and improvements linked "to new technologies and the concept of Smart Tourist Destination", such as "the installation of digital mupis, of dynamic information screens to through 4G or fiber optics and 'smart city' elements in the furniture ". They also propose "the sharing of facilities for the deployment of 4G and 5G technology through agreements with telecommunications operators, the possibility of incorporating charging stations for electric vehicles, and the inclusion of a technological investment exchange to adapt facilities".

The technicians also indicate the obligation to set a fixed canon in cash - the current is 220,000 euros per year - and another variable in kind - now around 143,000 euros. Regarding the duration of the contract, the councilor explained that "the new Contracts Law proposes five years plus two extendable", although "it is possible to extend this period to ten years if investments are very important" to ensure its amortization .

De Zárate indicated that the groups of the corporation now have a period of between 15 and 20 days to make the contributions they consider appropriate, and that "depending on the possibilities and technical feasibility will be incorporated into the list."

Bicycle loans service

De Zárate pointed out that in principle the idea is to separate the bicycle loan service from the urban furniture contract. The mayor has clarified that "Article 99 of the Law on Public Sector Contracts raises the bidding for batch contracts." However, currently this service "is deficit", hence leaving it out of the furniture contract should be an alternative in which to incorporate it to "alleviate the economic imbalance."
