Benidorm starts a new file to lift the suspension of the General Plan in l’Illa, Serra Gelada and Serra Cortina
Benidorm City Council has initiated a new procedure to lift the suspension of the General Urban Planning Plan of 1990 on l'Illa, Serra Gelada and Serra Cortina. With this new procedure, the local administration tries to unlock a suspension that has been in force for decades, adapting to the “various sentences handed down by the courts in similar files” to that of Benidorm, which establish the need to prepare a Strategic Initial Document and a draft of the Plan , and submit both to Environmental and Territorial Strategic Assessment. In both documents, the City Council marks how to adapt its General Plan in these areas to the requirements set by the Generalitat Valenciana, and which, in short, forced to protect in these areas part of the land that the General Plan collected as urban or developable.
This has been addressed this week in a Board of Spokespersons, which has informed the decree of the mayor, Toni Pérez, in which it is agreed to refer to the Ministry of Territorial Policy, Public Works and Mobility the new file. A file that, in addition to the Strategic Initial Document and the draft Plan, includes several municipal reports.
As the spokeswoman of the local government and mayor of Urbanism, Lourdes Caselles, has remarked, “with the beginning of this new file, and after the consultations made to the Department itself, we intend to unlock an issue that has been extended excessively in time by issues outside this Town Hall ”.
Caselles recalled that in March 2012 the Generalitat issued an Environmental Impact Statement (DIA) in which the City Council required to protect a total of 1.6 million meters of the 2.4 million meters in l'Illa, Serra Gelada and Serra Cortina that the General Plan included as urban or urbanizable. To this end, an external consultancy was hired that prepared an initial document to adapt the General Plan to that requirement; after which in April 2015 the plenary approved submitting that initial document and the EIS to public information.
However, in view of the successive sentences that the DIA considered insufficient, and in line with what was expressed by the technicians of the Department, the City Council commissioned the preparation of the Strategic Initial Document and the draft of the Plan in order to comply with the Evaluation procedure Environmental and Territorial
The decree also resolves to send to the Ministry all the sectorial reports that different public administrations issued in their day on the occasion of the exposure to public information of the Environmental Impact Statement issued by the Generalitat and the municipal proposal made then to comply with that document.
